For Goods and Passenger Vehicles, you will be granted an 'O' Licence if you can establish:-
- Professional Competence – you may be required to employ a Transport Manager with a CPC (Certificate of Professional Competence).
- Financial Standing – for most 'O' Licences you will require £8,100 for the first vehicle in your fleet and then £4,500 for the rest.
- Good Repute – here you must disclose convictions and the Traffic Commissioner will enquire into your history as a licence holder.
An operator cannot trade without an Operater's licence. During the life of an Operator’s licence, it might be necessary for an operator to make further applications to reflect changing business needs, for example a new maintenance contractor, a new transport manager or a new operating centre.
If you are new to the industry, or have had licensing problems before, the Traffic Commissioner will want evidence that you know what you are doing. TC Sarah Bell recommends: “Do a one day refresher training seminar to be completed during the application process period. Give the date of the seminar to be attended and send in the certificate to prove attendance once available. This will be taken into account when I have to decide if the Applicant is likely to abide by the conditions and undertakings on a licence”.
