The concept of sponsorship was introduced when the points-based system replaced our existing immigration system in 2008.
In the vast majority of cases if you want to employ a migrant worker you must obtain a sponsor licence and then agree to sponsor them during their stay in the UK. Similar rules apply if you want to enrol a migrant student on a course in the UK.
